The look he gives Hikaru after is slightly apologetic, but also: he's probably got a point. Though they do occasionally install subspace relays on their explorations, it still takes a while to get regular messages through - emergency calls and conferences with Starfleet Command get allotted the power to make them operate in realtime, but not much else.
